What's the difference between a RULE and a PROCEDURE?

A rule is a dare, a procedure can't be broken.

Think of it! When is the last time you broke the speed limit? Now when is the last time you drove your car while it was in park?

A Rule is a dare you express, students will take that dare.

A Procedure is just what you have to do to get things done. Students need procedure just as much as they resent rules
